The  Fund was created by virtue of   the amendment to the agreement on the management of the Guarantee Fund for SMEs signed on   December 21, 2018,  in application of Article 14 of Law n°2017-66 of December 18, 2017 establishing   Finance Law for 2018 and GovernmentDecree n°2018-324 of March 29, 2018 laying down the rules relating to the organization and functioning  of the  bugetary allocation for support  of the financial restructuring of SMEs and the  conditions and methods for its implementation.
